New tour
Declare what it needs and when it leaves. The requirement list is the cost model — finish, and you already know whether it makes money.
What ops says out loud. Shown as a quiet tag, never as the name.
When a departure has three people and still burns a whole guide, Tourshell can suggest folding them into another tour. It will only ever suggest the tours you name here — never one it guessed at.
Above this the departure splits into groups — and buys another guide.
The ceiling you underwrite against — the worst channel you would still accept.
This list is the cost model. There is no separate costing step — every line you add moves the numbers on the right.

No vehicle yet — a tour gets one when you put it on the schedule with a specific vehicle code, and then its cost is split with everything else riding that metal. Until then, add the vehicle as a per departure requirement to see it priced alone.
Pick the actual vehicle, by code. Two departures on the same code at the same time are in one physical vehicle — seats coupled, and the bill split between them. Pick none and it is a walking tour.
